It was originally built in 1889 as a warehouse by the Brackman-Ker Milling Company, which used it until the early 20th century.
In 1907, the Brackman-Ker Milling Company built a new building at 1414-1420 Broad Street, one block east, and appears to have moved all its downtown Victoria operations to the new Broad Street location.
