Duncan Mayors and City Councillors

Since the City of Duncan was incorporated in 1912, there have been sixteen Mayors of Duncan. Ten of those sixteen Mayors have been Freemasons and eight of those ten have been members of Temple Lodge, No.33.

Here is a list of the Freemasons who have served as Mayor of Duncan, followed by a list of Freemasons who have served on Duncan City Council.

Kenneth Forrest Duncan – Mayor of Duncan 1912.
Ormond Towers Smythe – Mayor of Duncan 1914-16, 1923. City Councillor 1912-14, 1920-22, 1924.
Thomas Pitt – Mayor of Duncan 1914-1916, 1924. City Councillor 1914, 1922-1924.
J. Islay Mutter – Reeve of North Cowichan 1914, 1918, 1919. Mayor of Duncan 1924-28. J. Islay Mutter is the only person to have served as both Mayor of Duncan and Reeve of North Cowichan.
Harold Fairfax Prevost – Mayor of Duncan 1929-1935. City Councillor 1919-1921
James Grieg – Mayor of Duncan 1936-1939. City Councillor 1940-1943
George Henry Savage – Mayor of Duncan 1943-1946. City Councillor 1937-1942
James Chesterfield Wragg – Mayor of Duncan 1947-1955. James C. Wragg was initiated in Malahat Lodge, No. 107.
Ken Paskin – Mayor of Duncan 1974-79. City Councillor 1972-74 and 1981-82. (Malahat Lodge, No.107)
Douglas William Barker, D.S.M. – Mayor of Duncan 1983-86. City Councillor 1976-83.
